Do you have the most current version of this Master Book?

Below are the issue dates for the previous revisions of the PHM Master Book:

2022: For 2022, we are issuing an entirely new edition of the Public Housing Management Master Book. This is due to extensive revisions to bring the content current with HUD regulations and guidance, and to improve readability. Changes in this new edition include:

  • Replacement throughout of the term project with the term development, which better aligns with HUD’s use of terminology regarding PHA properties
  • Updates regarding remote informal hearings, as specified in Notice PIH 2020-32
  • An updated chapter on nondiscrimination, including additions to account for Executive Order 13988 and to better align with current best practices
  • Clarification concerning over-income families under HOTMA provisions
  • Revisions for the interim final rule restoring certain definitions under the affirmatively furthering fair housing (AFFH) regulations issued June 10, 2021
  • Changes regarding flat rents and ceiling rents as per Notice PIH 2021-27
  • Clarification regarding timeframes for notice of lease termination for failure to pay rent in the event of a national emergency, as specified in Notice PIH 2021-29
  • Revisions for Notice PIH 2022-01 on carbon monoxide alarms in HUD-assisted housing
  • Updated URLs for all HUD sites
  • Other clarifications and modifications to ensure that the content is user-friendly, current, and in compliance with all HUD regulations and guidance
