Collection: Fundamentals of Project-Based Voucher Management
Purpose
The project-based voucher (PBV) program is an optional program that provides PHAs with a flexible tool to increase housing opportunities for low-income families. This course focuses on the concepts you need to master in order to successfully select and manage project-based voucher properties. NMA is offering a brand-new, fully revised class updated for the HOTMA Voucher Final Rule. We've also added more information on how to run your program day-to-day.
This class applies to standard PBV projects and does not discuss the Rental Assistance Demonstration (RAD) program. If you are interested in RAD PBV training, please see NMA's RAD PBV Specialist course.
Learning Outcomes
Upon completion of Fundamentals of Project-Based Voucher Management, you should have the skills needed to successfully select and manage project-based voucher (PBV) properties based on HUD regulations and guidance.
Day One
- Identify the key basic program elements and requirements for project-based voucher properties
- Understand the PBV program cap and project cap
- Identify information related to project-based vouchers that must be included in the PHA's five-year plan, annual plan, and administrative plan
- Review how rents are set initially for PBV units and how to redetermine rents both through owner rent increase requests and by HUD's Operating Cost Adjustment Factor (OCAF)
- Recognize the regulations concerning owner selection for the PBV program
- Describe and explain the various project-based voucher contracts
Day Two
- Discuss the general PBV requirements for waiting list management (including owner-maintained waiting lists), tenant screening, and selection criteria
- Review requirements to determining eligibility of PBV families
- Discuss requirements for leasing PBV contract units
- Review requirements for conducting annual and interim reexams
- Understand requirements for unit inspections in PBV
- Discuss PHA termination of assistance and owner termination of tenancy
Day Three
- Develop a regular monitoring review process for PBV projects
- Discuss and understand reporting requirements for the PBV program, including submission of 50058s, reporting in VMS/eVMS, and how PBV impacts your agency's SEMAP scores
