Collection: Management and Occupancy Review (MOR) Preparation


Be prepared for an MOR before it happens. NMA’s new Management and Occupancy Review (MOR) Preparation class will provide you with the information you need for a successful MOR. This class is designed for all knowledge levels, whether you're brand-new to multifamily or an expert in the field. If you’ve recently converted to RAD PBRA, an understanding of the MOR process is critical to your project’s success.

The Section 8 project-based rental assistance program falls under HUD's Office of Multifamily Housing. The program is broken down into various program and loan types that fit the needs of various populations and help to maintain a large affordable housing stock across the country. These programs are subject to an annual audit and inspection known as a Management and Occupancy Review (MOR).

While HUD Account Executives (AE) ultimately have the primary responsibility for contract administration for multifamily properties, Contract Administrators (CA), both performance-based and traditional, monitor program compliance through a contractual relationship with HUD. CAs are generally housing agencies that contract with HUD to oversee compliance through MORs in the multifamily programs.
