Collection: RAD PBRA Overview for PBCAs and Owners
Purpose
RAD PBRA Overview for PBCAs and Owners is designed specifically for PBCAs that will be conducting the Management and Occupancy Reviews (MORs) for RAD PBRA sites and preforming other tasks under PBCA contracts, as well as owners of these sites that will be moving into PBCA portfolios. This course is intended as an overview of the specific differences between RAD PBRA properties and a standard PBRA properties. It will compare and contract RAD vs. standard PBRA rules and explore the differences between public housing and PBRA assistance, including income calculation and verification, the Form HUD-50059, leases, grievance procedures, terminations, rent calculations, the Enterprise Income Verification (EIV) system, and other multifamily computer systems.
Learning Outcomes
Upon completion of RAD PBRA Overview for PBCAs and Owners, you should be able to:
- Recognize the basic elements of the RAD Project-Based Rental Assistance (PBRA) program
- Identify rules specific to RAD including Choice Mobility, zero HAP families, rent phase-ins, and resident notices
- Explain the differences between public housing and PBRA program requirements
- Identify problem areas when auditing RAD PBRA properties
